Do Businesses Need to Pay to Use Government APIs in Cambodia? Fees, Access, and Requirements

The two questions people actually ask before integrating a government API does it cost anything long-term, and what compliance boxes do I need to tick? The answer is businesses in Cambodia can request an official government APIs for free. The Royal Government of Cambodia gives free access to its major national APIs, run through the Techo Startup Canter (under the Ministry of Economy and Finance) and the Ministry of Post and Telecommunications. No fee for startups, no fee for established firms as the goal is to get people building on the platform. The approved members don’t pay per call or per subscription for the Khmer eKYC OCR API (identity verification), the e-KYB system (checking enterprise registration), or Verify.gov.kh (document authentication via QR code). However, while API data queries are free, businesses still pay standard administrative fees if an API call triggers an official government process (such as paying incorporation or licensing fees via the Single Portal / Online Business Registration system).

Access Model: How Businesses Get Connected

There’s no open, anonymous endpoint for querying these APIs. Access requires formal onboarding through the CamDX framework as a “Member Upon Request.“

The standard onboarding process involves three steps:

What to prepare for Requirements

To maintain ecosystem security and protect user data, participating companies must meet specific requirements:

  • Legal entity status: Applicants must be legally registered commercial enterprises, financial institutions, microfinance organizations, or NGOs operating in Cambodia.
  • Security architecture: CamDX is decentralized, modeled on Estonia’s X-Road. Businesses connecting to it need to run a CamDX Security Server, and all traffic gets encrypted, signed, and timestamped.
  • Data protection and consent: Using e-KYC, e-KYB, or similar APIs requires explicit customer consent before pulling identity or corporate records. Intermediate servers aren’t allowed to store citizen data without authorization.
