How Cambodia is building a shared AI future

Cambodia intends to work with China and the wider international community on AI governance that protects national sovereignty while staying open to innovation. The agreement founding the World Artificial Intelligence Cooperation Organization was signed by us as one of the first countries, and we plan to keep working with other governments toward that goal. The Prime Minister said that we applaud China’s efforts on AI governance, especially the Global AI Governance Initiative and its Action Plan. These kinds of frameworks aid in the development of AI capabilities in developing nations and the Global South, which is important because these areas are far too frequently ignored.

As the matter of fact, Cambodia wants AI governance run through multilateral cooperation, with developing countries getting an actual voice and an actual share of the benefits. Governance needs to adapt to different national circumstances instead of forcing every country into one model and it is called for approach inclusive neutrality and actionable growth for digital sovereignty. It reflects where Cambodia is in its development, and it rests on the idea that AI’s promise for the Global South has to stay open and accessible.

The Prime Minister had stated that there are three things guide this approach:

  1. Inclusive neutrality: AI should not force countries to choose sides. Cambodia wants an open, multi aligned system that lets countries work across regions and governance traditions without being boxed in.
  2. Actionable growth: Frameworks and declarations are not enough by themselves. Countries need real access to frontier models and computing power, better digital infrastructure, trained workers, room for local innovation, and new paths to economic growth.
  3. National priorities already in motion: Cambodia is finishing its National AI Strategy, aimed at raising productivity in key sectors and improving people’s daily lives. We are also finalizing cybersecurity and data protection laws to give the digital economy a solid legal foundation.

Cambodia will keep pursuing an AI future that is open rather than divided, built through multilateral cooperation, and grounded in our own National AI Strategy and digital laws. The goal is straightforward that give Cambodians and other developing nations real access to AI’s benefits, not just a voice in discussions about them.
